Sir:-
In reference to the matter of securing Mobile College for colored schools, I have the honor to report that both Mr. Putnam Supt and myself have endeavored to secure the refusal of the building as required in telegram of 5 inst of the Asst. Commissioner of Ala; but the owner of the two third interest has continued absent from the city. He was written upon the subject but has not answered. Mr Aubert Sr refuses to take any responsibility in the matter; but states that he does not think there will be any difficulty.
My own opinion is that the building can be purchased at any time we are permitted to make the offer; for there is no demand for this species of property. I believe the parties are secretly pleased with the idea of selling although they pretend to have other offers.
Money is very scarce in Mobile and property is cheapening. The building used as a Teachers Home at a salary of $138.50 per mth is offered this month at $75.00. There is a general decline in rents
