Dear General:
Your letter of the 18th inst. enclosing estimate of thirty one thousand, six hundred dollars, ($31,600.00) is just received.  I find you have drawn on the appropriation for "rental, repairs and construction," eleven thousand, one hundred and ninety two dollars, twenty four cents ($11,192.24/100).  Your estimate of course will be honored for the twenty five thousand dollars ($25,000.00) which I promised you, as your proportion of the five hundred thousand dollars, ($500,000.00), less the amount already drawn; and for the coming year, beginning 1st July, your requisition for twenty five thousand dollars ($25,000.00) -will be honored.

You may think that I might have given you a larger proportion, as I should judge by your letter; but I am obliged to keep a margin for specific
