from that time on. In this way you will be doing precisely as the other Assistant Commissioners, and will leave the Refugees and Freedmen's Fund to be expended as directed by Act of Congress.

Your estimate asks for six thousand dollars ($6000.00) for the purchase of college property at Talladega; the accounts for the purchase of realty will not pass the Treasury. It is decided that I have no authority of law, to make such purchases.  We can rent, repair, and aid in construction, but cannot purchase property, except as materials of construction.

On recurring to my approval, I find that I authorized you to expend six thousand dollars ($6,000.00) in the way of "rental, repairs and construction' from your own fund, (provided the American Missionary Association made the purchase of the property) toward aiding them and putting it in a proper condition for school purposes.  I renew this approval.  You are to take it from the twenty five thousand dollars, ($25,000.00) of last year, or from the twenty five thousand dollars ($25,000.00) of the ensuing fiscal year.
