War Department,
Bureau of Refugees, Freedmen, and Abandoned Lands,
Washington, July 10th 1867

Maj Gen Wager Swayne
Asst Commissioner

Dear General,

JW Nettleton is here and asks me to fulfill my contract. Do not discriminate against him in receiving the meat. He says he had this meat in part at Mobile, but as it was not received, he was obliged to dispose of it otherwise. He has not dared to bring over the rest of his purchase, because of the doubt as to its reception. He made his purchases through houses in Cincinnati, and is necessarily invested.

If you decline to receive his meat, he suffers loss. Now I wish to clean up the matter completely. Receive all that is in according to the terms of the contract.

In future, purchases may be made differently, but justice requires that I meet any obligations in all fairness.

Your letter of the 6th inst, is received,
