Dear General: 
Your estimate for August is just before me. I remember our conversation. I asked you to use the money in your possession and send up your vouchers for approval

Something was said with reference to a fine which you were authorised to carry to the Freedmen's and Refugee's Fund, and to use and account for.

Now, perhaps these estimates just received for Refugees and Freedmen's Fund to pay vouchers of colored schools may be intended to cover the funds you have in your possession; but it seems to me like an original estimate for me to fill. Such was not our understanding, as I told you that this fund
