Sir:
Pursuant to instructions I have investigated the matter contained in Mrs Elizabeth Harris's letter to Maj Gen'l Howard, and am of opinion that her statements are mainly true.  But whether the colored people and the poor white people are in any worse condition about La Fayette, than they are at any other place of the same size, is a matter of doubt in my mind.
There are isolated cases of extreme destitution and suffering about La Fayette, so there are about any other towns that I know of.
