Looks like the writer used an “a” at the end of ‘discharga’ and ‘enclosuras’ instead of an “e”. It is an "e", just written on an extreme slant, compare with the "e"s in "have been allowed" and you will see how it is written. This is pretty common in this era of handwriting.
