I would respectfully beg permission to report to the Asst. Commissioners a case that was before me on Saturday the 2nd inst between J. T. Holland and Kinchen Thrault (Freed.)

Said Kinchen contracted to furnish six hands and feed them to work on the farm of said Holland who was to direct their labor and to give said Kinchen (1/4) one fourth of the cotton after Kinchen pays for the ginning and packing expenses Said Holland having no Gin or press.  Said Kinchen has complained in July that Holland was abusing his hands so that he could not keep the required number on the plantation.  I notified Holland that he nor his agent would be allowed to strike or beat a Freedman.  Said Holland came to my office and said that one of Kinchens hands had disobeyed his order and that he could not stay on his place
