I have the honor to state that three prominent citizens of this place have expressed a desire that I represent to Hd. Qrs. the serious difficulties that are presenting themselves in the settlement of contracts- the division of crops and the payment of laborers. These men Major Lanier, William Miller, and Judge B.F. Porter, have authorized me to use their names, as they think many colored men are losing all they have made this year; and that, not on account of any lack of industry or frugality on the part of the laborers, but of dishonesty on the part of employers and officers.
I write not because these men have solicited me to do so, but because numerous cases have come under my own observation; tho' these will
