I have the honor to suggest a modification of, or a supplement to G.O. No. 13, and one that is (in this Sub District) almost as essential as the order to which this is intended to be supplementary.
Your are aware of the extreme destitution that has existed among laborers in this State during the past year. Many of these poor laborers have thro" necessity been objects of the Charities of the N.Y. Famine & Relief Association, & today are in as object poverty as they were last Summer; unless they can make immediate use of their recently gathered crops.
By this order as laborer is allowed an attachment, and that without security, but he cannot, without security, replevy the corn withheld upon
