General Howard directs me to acknowledge receipt of your letter to him of the 1st inst,

As Chaplain Gardner during the interval between his muster-out and the present time, has been paid as an agent under the law, and not allowed his former pay under Sec: 4, the Commissioner thinks that he cannot consider your request, favorably at present. If the newly proposed bill should become a law, it will allow him to pay agents a larger Salary than he can under the present law. He will
