Montgomery Ala Feb 19th 1867.

General
I have the honor to report that in compliance with Special Order No 14, current series, from these Head Quarters, I have made a thorough inspection of all the Departments of the Bureau of Huntsville Ala, and other points in the District of Northern Alabama, and respectfully submit the following report.

Huntsville
The records at this office are not kept in conformity with the instructions from General Howard or the Adjutant Generals office.

Three (3) clerks are at present employed there. Although three (3) clerks have been employed at said office since January 15th, only two (2) were reported on the "Report of persons hired" for the month of January.

1008 contracts (embracing 2400 freedmen) were recorded during last year.

Twenty three (23) claims for back pay, bounty &c for discharged colored soldiers were made out at and forwarded from said office during the quarters ending December 31st 1866.

During the half year ending December 31st 1866 eighty (80) reams of writing paper were expended in Col Callis's office, during the same period he bought additional stationery to the amount of thirty seven dollars and sixty cents ($37.60).

In my opinion col. Callis expended at least sixty (60) reams more than the business of his office could possibly require during that period.

The "Book of Letters Sent" shows that only forty (40) letters
