During the same period he expended two hundred and seventy four dollars ($274.00) for office rent, fuel &c''. homes of the expenditures was authorized either by the Asst Commissioner or Col Callis. From what I learned from the citizens of the place I have come to the conclusion that Maj Jones did his utmost, until he himself was attacked with the disease, to alleviate the suffering and assist the freedmen who were afflicted with Small Pox during the epidemic which prevailed there last year.

Major Jones has certainly been very negligent, in the obedience of orders and has I think sufficiently shown that he ought not to be interested with the responsible Office of Superintendent of the Bureau. I respectfully recommend that he be assigned to duty in the Office of the Superintendent of Huntsville or be discharged the service.

Civilians Agents

The Civilian Agents in this District are of but little service to the freedmen. Since they are not permitted to change and retain the fee for the registrate of contracts, and do not receive a fixed salary, it can hardly be expected that they should devote their time to the interests of the freedman. I would respectfully recommend that Officers of the Army be assigned to this duty, or that Official paid agents be sent there.
