to employ teachers at your discretion paying them out of this fund. The appropriation for schools is to be the same as last year.  The General could give me but little information as to the Peabody fund - could say nothing as to the distribution of it - had suggested to the Agent that it be devoted to normal schools.  Spoke to the General about the Military Bill - its bearing on the practical working of the Bureau &c.  In connection therewith told him of the second letter from General Thomas's A.G. in which the Bureau is spoken of as being under the supervision of the Department Commander.  Gen H. had but little to say in reply except that he had suggested that Asst Commrs should report through the Department Commanders and that he did so with a view to harmony with the military, but that this course was declined by the letter.  Gen H. states that it is his belief that the Volunteer Officers now on duty in the Bureau will remain as officers until the Bureau is dissolved or until he recommends their muster out.
