I have the honor to return the accompanying papers pertaining to the accounts of Messrs Hollingsworth and Morayne, with the information that it was [[strikethrough]] the [[/strikethrough]] understood at this office at the time the Supplies were Shiped that theses charges would be paid by the County receiving them, but, it seems that Messrs Hollingsworth and Morayne refused to take the County for these charges, and retained Certain Stores for payment of Same.  The County Authorities refuse to make any appropriation for the payment of any charges for Storing and transportation of gratuitous Supplies from their nearest R.R. or River depot or landing to the place of final distribution.  My Judgement is that these men are alone responsible for the long time the goods have been in Store, as they have refused to deliver Same to Agents as will be seen by report of Agent of DeKalb Co.   I, however, have no doubt but these men are entitled to a fair price for Services rendered and would Suggest that they at once by ordered to turn these Supplies over to our Agent and place their bills in proper Shape for Settlement.  Mr Edwards then Agent of DeKalb County acted in bad faith, in this matter at the time and was released for Same, hence the seeming delay of final Settlement of the matter.
