Dear Sir,
Your communication of the 24th inst. has just been handed me, informing me of the transfer of paupers in Freedmans Hospital to the charge of the County authorities.

In reply, Sometime in the the month of September last, at the request of the County Commissioners of this County, I wrote to Genl. Swayne the condition of this County, Stating that we were only authorized under the Statute laws to levy 50 per cent as a County Tax, upon the State Tax, and that we wished an order from him to authorize the Court of the County Commissioners to levy an addition Tax not exceeding Twenty five per cent, but the application was refused.
