Sir.

It is understood here that the agent of the Freedmans Bureau is to be removed for reasons that have been assigned to you. In the event of a change, it is the wish of the people here to have a man appointed who is to some extent acquainted with the people, and not a stranger, and for this reason several of the citizens of this place have requested me to apply for the appointment. I believe myself capable of performing the duties of the office without predjudice and if you find the endorsements accompanying this sufficient to induce you to recommend my appointment I will promise to do all in my power to promote the interests of the Government and the welfare of the community with whom I have to deal.
