It is reported to me that many persons in this community are in the habit of induceing [[inducing]] freedmen to drink until they become intoxicated, when the Planter will immediately close a contract for the labor of said intoxicated freedman for the coming year, in many instances when the freedmen becomes sober he wishes to be released from said contract.

I fear that it will have a bad influence to advise the freedmen to disregard their contract and on the other hand I know that it is unjust on the part of the Planter to obtain the labor of these people under such circumstances.

I respectfully request that you direct me what to do in such cases
