I have the honor to address you and the following [[?]]. I am a Magistrate of My Beat in the aforesaid County & I find that your Orders & C are not card out in regards to the Negroes, & not having any agent of your Bureau near us. The negroes have no one to protect them when contracting & they not having much knowledge they often suffer & I think one is much needed for their Special Benefit & Therefore I make application in this way. You can Examine if you think proper the Office of the State Secretary & See that I am an acting J.P at this time. Hoping to hear from you soon I am Genl
