Mr. Arthur Bingham the U. S. Commissioner appointed for this county has not yet received his commission. If any thing can be done to expedite this matter I trust you will cause it to be done. The crop is now nearly cultivated, the employers are becoming more independent, the employees are daily driven from their nearly finished crops, there were no officer here last December and January when contracts were made and I find that many freedpeople are imposed upon. If Mr Bingham is once clothed with the authority, we will be able to bring those parties to justice by ruling out all contracts where the slightest imposition on the colored people is displayed and recover for the freed people the full value for their services.
