As yet I have been unable to determine in reference to the names of suitable persons to forward to you, in view of having men appointed as Agents for final distribution of supplies and other business pertaining to the Bureau R.F. and A.L as per your letter dated June 12th 1867. On my return from the County I found that the "charitable" supplies had been exhausted and many persons in want of food. At Mr. Cruikshank's suggestion I commenced issuing, which necessarily compelled me to employ an additional man as Issuing Clerk to respect my orders and weight out Corn, if this should meet your approval, will you please determine and direct me in reference to the salary I can promise this man. As soon as I can possibly determine I will forward the names of the suitable men for different counties, but the adjoining counties have more recently received a quota of charitable supplies, consequently are Less in want of Government supplies than this County. 
Will you please inform me how I am to pay the R.R. for
