A few men in this country manifest a determination to swindle the colored men out of their dues, the same as heretofore I am confident that - the only way to secure justice in some cases, will be to place a few guards on the plantations & prohibit any part of the crop being moved until a settlement is obtained & the laborers are paid their dues The civil laws are no protection to the colored man (without means). It is with regret that my observations leads me to believe that the coming election will not pay off as quietely as the last one did. If consistent please send me a small detachment of Soldiers with restrictions respecting the policy as a last resort to secure the due of the Colored man by soldiers. The presence of the soldiers here would also secure quietness on coming election
