Circumstances unable to properly subsist their animals which caused many of them to die and [[strikethrough]] as a general thing [[/strikethrough]] leaving them in debt and in a more destitute condition than one year ago

General Orders No. 3, 13 and 14 had a splendid effect and will long be remembered by many injured persons who through their  effect obtained speedy redress. 

There is at present a large amount of destitution among both whites and blacks caused partly from inability to labor and partly from want of employment. The assurance of employment can be remedied by indeavoring to establish a feeling of confidence between the employer and employee. Capitalist being induced to erecting manufacturing establishments upon many natural advantages in this country. In several counties there is a collection of aqed helpless indigent freedpeople who are at present cared for by the Bureau R.F. and A.L., the present finanical condition of the country is such that the only assurance of future mantainance of those people, is by the Legislator making provissions for them at the expense of the State. The above circumstances and condition of the colored man his former condition of servitude which deprived him of knowledge essential to obtain justice in the civil Laws, and until a degree of knowledge and experiance is obtained, I deep the Bureau RF and AL indispensable.
