Carrollton March 7 1867

J.F. Conynham 1st Lieut &c

Dr Sir your Circular No 3 of Feb 23d has been received, & I hasten to reply.

I have never received General Order No 4, 1866, or paragraph XII of it & hence do not know what is required by it. Will you do me the favor to send it to me. We have received no supplies for the poor of this county since the month of Aug. We have had no money in our County Treasury & hence we cant not pay the freight on them. Perhaps the destitution is as great in this (Pickens) as any county in the State & I do hope you will post me up as to what is necessary to be done, in order that our poor may be supplied. It is exceedingly desired that the supplies may be delivered to us at Pickensville or Vienna on the River, price of freight to the county, for if it has to be paid by the county, I fear we will not be able to get them on that account.

To the month of Aug we distributed to over 1000 white & black though we received I believe, only 400 daily rations. Col Davis who acted as agent for the Co in the distribution of the rations, has removed to Miss & has not placed his a/c papers in my hands.
