understanding that I would favor him as purchaser in every proper and legitimate way. It was understood that he would be re-imbursed his expenses if the sale was made under Bureau authority to any other person. But any risks or chances involved in the matter were taken by Mr. Newbould upon his own judgment, and without suggestion or advice from me. It was true that the impediments that sprung up were not anticipated by me, and I exptremely regret, as affairs have turned out, that Mr. Newbould should have been subjected to pecuniary loss. But I can take no responsibility for that loss, and I cannot consent to involve my name further in a matter that has become most unpleasant to me.
