Mobile 13th Septem 1867

General,
I have information that considerable quantities of shot, shell, & iron are lying in Mobile Bay near the first & second line of obstructions, where it was thrown by the rebel forces during the war, & that it is being daily removed by unauthorized parties.
I would respectfully solicit permission to remove the same, & would undertake to pay ($10) ten dollars per ton for all the shot, & shell & old iron which I may recover, & would like authority to prevent any further attempts or removal by other unauthorized parties.
