Respectfully returned to Col. O.L. Shepherd. 15 Infty.  The authority directing report of the action of this office is respectfully denied, but to avoid obstruction and delay the following statement of facts is respectfully furnished: - 
Osborne purchased a flat-boat from the Freedmen's Bureau in February 1866 paying for it $637 50/100.
as shown by a bill of sale signed by one Capt. Kerr, a Bureau Qr. Master.  An action of [detinue?]was brought against him by a man named James who claimed the boat as private property, and a judgment was given against Osborne at the last term for the State Circuit Court. (December 24"1866.)  Osborne then made application through this office to have the money which he had paid for the flat-boat refunded.  This application was forwarded, but appears not to have been favorably considered.
