General: 
I have the honor to respectfully state that last December, I brought to your attention the case of Mr. J. J. Osborne of this city. and forwarded certain papers connected therewith. The facts were simply that Osborne purchased a flat boat of the Freedmen's Bureau in February 1866, and had a duly signed receipt for $637 50/100 paid for it. It was claimed as private property by an individual named James, and judgment was given against Osborne at the last term of the State Circuit Court of this Judicial District - Judge Rapier presiding. The judgment was given for the sum of $465.00 with costs amounting to about $100.00

This judgment Osborne has refused to pay, and was arrested on it a few days since. He has given bonds, and made an appeal to this office to aid him in setting aside the judgment. I have been very reluctant to write further about the matter, as I had previously presented all the facts, and very decidedly wished to have
