I took this course, believing, as I still do, that the Freedmen would be paid without  further difficulty, or, should the case be carried to the U.S District Court, that the Lien would be sustained.
 
I now desire instructions regarding the extent to which I shall carry this matter, in case the parties decide to prosecute 
persons acting as agents of the Bureau, for carrying Bureau Orders into effect. Also, as to whether their course is approved by you, & whether I shall take a similar course in other cases, as there are but few among  many constantly occurring.
