Office Superintendent, Bureau of Refugees, Freedman and Abandoned Lands, District of Demopolis, Alabama. Demopolis, Ala., Jan. 3 1867 Maj. Gen. Swayne Asst Com. Bureau R.F.& A. L. Montgomery, Ala. General, I have several applications for the appointment of agents in different parts of my district. The appointment of such agents would relieve this office of a great pressure, & be more convenient for both white & black. In accordance with your directions, I propose to give some of them written appointments as agents, & certain instructions, a copy of which I enclose for your examination & correction. The Bureau here has a large, & I think, increasing influence, and we are overrun with business of every description. I have received no instructions in regard to contracts for the coming year, please inform me if I shall again charge the 25ct tax on contracts approved at this office.
