General,
I have the honor to state that in accordance with Special Order No. 1 Hd. Qrs. Dist. of Ala. Montgomery Ala. April 3d 1867. and your verbal instructions relative to the Appt. of a Sub. Asst. Comm'r for the Sub. Dist. of Tuscaloosa I have visited Tuscaloosa, Fayetteville, and Jasper.

At Tuscaloosa the condition of affairs made it necessary to appoint an Agent to perform the duties of Sub. Asst. Comm'r, accordingly April 11th 1867, I appointed Robert Blair to that position, and he immediately entered upon his duties under my supervision having taken the required oath of office. To the best of my knowledge after careful inquiry I found Govt rations were being issued at this point in accordance with present established rules. Soon after my arrival however, the Depot Agent there appointed an Agent to issue the proper proportion of supplies for that part of the County. at
