I have the honor to call you attention to the fact that this State, thro its revenue laws is taxing pension, bounty and other such government claims, in contravention of the laws and policy of the Congress of the United States. This is done by the requisition of a one dollar State stamp on all official seals. Such were exempted from seal tax under 396 of our Code, until at the session of 1865-6.
I supposed the matter was one oversight at the session of 1865-6, and I called the attention of the revenue committee to is at the commencement of the last session. I did this at length in a letter addressed to every friend and neighbor, Col Coyningham, who informed me that he submitted it to the committee on Revenue and supposed they had made the correction until the bill came up at the very heels of the sessions and he had not time to make the objections he intended to urge, on this point.
