various classes, require a collection of evidence in different counties, and in every case a $1 stamp must attach with the seal. I have known as much as $8 in original cases to be required for stamps - and in every semi-annual affidavit to draw average a/c pension costs $1. for the stamp. 
Our State Supreme Court have decided the U.S. revenue stamp to civil actions, unconstitutional, or as not invalidation the papers, or Congress says it shall, "because it is a tax or obstruction of legal justice"! With how much more force does the objection apply to the claims of those or their legal representatives who have served their country. In many cases its practical operation is to defeat the claim for the want of funds to pay for the seals. In all cases services are a matter of credit dependent on the recpt of funds arriving from collections. 
I am a Notary Public and a recognized claim agent before the Departments & therefor fully understand the facts I state. 
I therefore most respectfully suggest the propriety of you setting aside the revenue tax in pension claims &c so as to conform to the laws of Congress in such cases. Justice and necessity require it; and meanness and littleness deserve rebuke. I do not blame the
