Bvt. Lt. Col. O.D. Kinsman
Sub. Asst. Comm'r.
Montgomery Ala

Sir:
I have the honor to inform you that I have visited Crawford and Girard Russell Co. since my report 11 inst. No cases requiring my immediate action came under my observation, but a general complaint from Freedmen, was, that Magistrates did not give them justice against a White man - I conversed with Judge Waddell and Mr Nabers Magistrate and am satisfied that Freedmen consider it useless to apply to the inferior Tribunals for Justice—
I inquired at Columbus for Mail & Telegram and rec'd neither.
I write this from Eufaula, because I did not have time before starting - waiting for another Boat might have detained me several days -
Very Respectfully
Your Obdt Servt
