I have the honor to acknowledge the receipt of yours of the 23rd inst with a copy of a "Guarrantee" for the payment of the claims of the freedmen on the plantation of Cecil, Bevil & Lane. I regret to say that the names attached to said guarrantee are considered financially worthless in this vicinity. 
I desire to know whether the phrase "laborers" in Gen Orders No. 13 apply to white laborers as well as colored, for Loyal white laborers are largely interested in the fourth of the crop raised in said place while the guarrantee only refers to the crops of the freedmen.
