General:
The following accounts in your letter of the 29th ult has been refferred for payment to Brt Brig Genl. J.C. McFerran, Deputy Q.M. Genl in this City — Viz:

1.  Col Wager Swayne. 45th U.S. Infy for mileage from New York to Montgomery Ala. stated at $106.59/100. 2 & 3  Lt J.F Conyngham 24th Infy. A.A.A.G. for cash paid for public postage from Oct 1st to Oct 31 - 1866 and from Dec 1st 1866 to Feby 28th 1867, stated at $113.50/100. 4. Lt J.F. Conyngham for cash paid for telegrams in Oct 1866 stated at $11.15/100 one of the items. for telegram to Dr A.R. Silliman informing the latter that there is news and that his leave is granted, is not considered as a public matter.

5. Lt J.F. Conyngham for cash paid for telegrams in December 1866 stated at $30.58/100. The item for telegram to Genl Howard $2. extending an invitation to "Elliot and Shellaberger" to return that way is not considered public.
