Sir;
In conversation with some of the colored men of this city, I learned that some time ago you stated that if they would purchase the lots for a school building you could contribute the sum of $10,000 for the erection of the buildings, but have since understood that from some instructions received, have found it necessary to withdraw the offer. 

It is to ask how the matter now stands that I write, and to ask if there is any hope that [[strikethrough]] the [[/strikethrough]] any amount may be appropriated for this purpose. I am ready to loan the people the funds necessary for the purchase of the lots free of interest, payable in four or five annual installments if it will insure them [[strikethrough]] a [[/strikethrough]] suitable school buildings.
