I. Before a General Court Martial which convened at Mobile, Alabama, February 18th, 1867, pursuant to Special Orders, No. 26, Headquarters Department of the Tennessee, dated Louisville, Ky., February 9th, 1867, and of which Colonel O.L. SHEPHERD, 15th U.S. Infantry, is President, and Brevet Lieut. Colonel E. McK. HUDSON, 15th U.S. Infantry, Judge Advocate, were arraigned and tried:

1st, Brevet Major James Curtis, Captain 15th U.S. Infantry.
Charge 1st-Disobedience of orders.
Specification 1st-In this, that Brevet Major James Curtis, Captain 15th U.S. Infantry, being in command at Fort Gaines, Ala., did permit a quantity of iron, to-wit, about fifteen (15) tons of railroad iron, about five (5) tons of scrap iron, and one (1) steam boiler, the property of the United States, or property which had captured from or abandoned by the late rebel government, to be taken away from the limits of his command and disposed of in violation of the following orders, viz:
