Dear Sir
Some time passed Genl D C Turrenter Agent of the Bureau for this County Said to me that under a late order of the Department at Washington that the Children of Freedman Could not be apprenticed unless the Consent of the Parent was in writing && witness by one White & one Freed person but he has failed to send me a copy, If there is any Such Rule or any other laid down I Should like to be informed. I have no doubt as to the truth of the Statement made by Mr Whellock as to the Shook & Davis cases, as an Expartee Statement, there were other Substantial Reason that controld me in those case which are not to be Stated in this letter.           

Sir If I had an opportunity I should visit you for information on different Subject & to talk about the Condition of the Country, It is Certainly Clear that the freedmen & Senator Sent from this County do represent the wishes of the People
