Assistant Commissioner.

1. States that in Lowndes County, the Bureau is trying to raise subscriptions from the planters & freedmen so as to build the schoolhouses for colored schools. Hopes that he will be allowed to pay the teachers out of the Rebel property fund. Believes that many schools can be started in this way.

2. Requests authority to rent some lots in Mobile on which to erect school buildings.

3. Encloses a copy of Capt. [[Arthur's?]] letter to him of Jan. 22., and recommends the purchase of the Baptist College Building at Talladega.
