Bureau of Refugees, Freedmen, and Abandoned Lands, Washington, May 27th 1867 Major General Wager Swayne Assistant Commissioner to Montgomery, Ala., General, [[right indent]] [[stamp]] THE NATIONAL ARCHIVES OF THE UNITED STATES [[/stamp]] Major General Howard directs me to send to you the enclosed letter purporting to be from some employee of this Bureau in Alabama: All which the writer states may possibly be true, and it may be his duty to call attention to this matter, but it does not seem proper for a subordinate officer there to arraign the Congress of the United States. It would have been much better and certainly proper for Mr Burton, as a Bureau Officer to have communicated his views through the proper channels to the Assistant Commissioner.
