Major General Howard directs me to send to you the enclosed letter purporting to be from some employee of this Bureau in Alabama:

All which the writer states may possibly be true, and it may be his duty to call attention to this matter, but it does not seem proper for a subordinate officer there to arraign the Congress of the United States. It would have been much better and certainly proper for Mr Burton, as a Bureau Officer to have communicated his views through the proper channels to the Assistant Commissioner.
