to the city - This morning at 10 oclock an examination was had before the U S Commissioner which brings out from Mr. Parsons some nine gross charges against Capt Joseph Groves A.A.Q.M. in the Bureau at this place I enclose you a copy of his statement, from which it seems that Capt Groves endeavored to keep Mr. Parsons out of the way of arrest fearing that he would make statements damaging to him I am inclined, from certain circumstances that have come to my knowledge, to believe Mr. Parsons statements correct. I have the honor to ask for instructions. A further examination of Mr. Parsons will be had tomorrow. I am Colonel Very Respectfully Your Obt. Servant Geo Shorkley 1st Lieut 15th Infantry Sub. Asst.
