Head-Quarters, District of Alabama.
Montgomery, Ala., July 6th 1867.

Bvt. Brig. Gen. F.D. Sewall
A.A.A. Gen. Freedman's Bureau
Washington, D.C.

General:
I am in receipt of your note of July 2nd inquiring whether the transfer of Mr. J.B. Webb, an agent of the Bureau, to Mobile, to act as superintendent of schools, would be agreeable to one.
I have no knowledge whatever of Mr. Webb, hence I have of course no objection, and presume, from Mr. Shepherd's recommendation, that he is an excellent man.
But, some time since Mr. Shepherd requested Dn. Gray, a Bureau Surgeon now on duty near Mobile, to come to Mobile, in the employ of his association as school superintendent. to this I assented, knowing Dn. Gray to be an excellent man.
