that the laws be properly administered, and that just Judges be in place to administer them," permit me to say, if it be allowable in this communication, that I have known the Judge of the County Court of this County for upwards of ten years - our relation has been very intimate personally and professionally and that I believe him to be a conscientious, upright and just Judge. Like all men he is liable to err, but his errors, in my opinion, are of the head and not of the heart. I do not believe there is a man more desirous of doing his duty strictly both towards the colored and white race.
