Dear Kinsman
I have had an application last [[?]] from Wm. E. Parsons who was ordered under arrest by Genl. Swayne to be allowed if possible to go north He is sick & fears that he may die if compelled to remain here through the summer. His [[?]] will not consent to his going away. He has not been called to appear at U.S. [[?]] at Montgomery as yet

Considering all the circumstances connected with his case it seems to me that humanity calls upon the authorities to release him-
