Colonel,
In obedience to instructions from Hd Qrs. of date July 10, 1867. I proceeded to Chambers Co. for the purposes therein indicated.

On visiting the various plantations alluded to, I found that as stated, the colored men had not registered; but they informed me that they had not been hindered from registering. They said however that their employers had failed to notify them that they were entitled to vote; but that they they all knew it now, and that they intend to register at the next appointment in their neighborhood.
 
I was unable to find that there had been any open opposition to registration
