Aug 10th 67 Read Hiram States that there are numerous black children running about without parents or any legal protectors. Suggests that some plan be adopted for their support and protection. E & M 301 D of AC Hd Qrs Dist of Alabama Montgomery Aug 15th 1867 Respectfully referred to Robt. T. Smith Asst Commr. Opelika Ala. for report as to the correctness of this statement. Children without parents or relations who will support them should be bound out, care being taken by the Bureau that they are bound only to those who will execute the prentice law faithfully both in letter and spirit.
