Respectfully returned to Maj Genl. O.O. Howard Comr +c with the request that Col Arthurs appointment may date from Aug 1st 1867. The reduction in commutation price of ration reduces his pay at the rate of one dollar per day from 28th July 1867. and it was my desire that his new appointment should date from the 1st of the succeeding month.
