the Taxes to be collected for the present year, which will not amount to more than $10,000.00 after deducting insolvencies, thus leaving a deficit of $6000.00 to be provided for out of the Next Years. taxes, (1868)

The Legislature authorized this Court, to borrow money by the issuance of Bonds or otherwise, to borrow an amount Sufficient to pay off the indebtedness of the County, and to provide for the poor, and after a most diligent effort, they have failed to make any negotiations for this purpose.

Permit me to address you, that the County is wholly unable to provide for those already Committed to their Charge, I myself, as well as each individual Member of this Court, truly regret that Such a Condition of affairs exist, and I think that I may safely say, that, the Records of this Court over which I have the honor to preside, will show, that we have more than done our duty in reference to the unfortunate poor, - and taking into Consideration the financial Condition of the County, for myself, and the Court, I beg that you will Suggest to Genl Swayne the propriety of the Suspension of Said Order
