At a special term of the Commissioners Court of Madison County begun and held a the court House thereof on Monday the 23rd day of September 1867. the following Members were present (viz) Janus H Scruggs Probate Judge, Allen Walls, Dickson Cobb, Jno. M. Humphrey and Larking P Sullivan, when the following proceedings were had. 
A proposition was submitted from Genl. J. B Callis Chief of Freedmans Bureau proposing to turn over to the county the Hospital situated at the City of Huntsville together with the Hospital stores &c. With the further proposition to furnish the inmates of said Hospital with rations until the 1st day of Novr. next; Whereupon it was ordered by the court that James H. Scruggs presiding Judge of this Court be requested to say in reply that the County is willing to receive and provide for such inmates of said Hospital as all Citizens of this County, provided that they will at the same time turn over to the county a proportion of the Hospital Stores &c according to numbers &c.
